France and Britain are proposing a partial one-month truce between Russia and Ukraine that would cover air, sea and energy infrastructure attacks but not include ground fighting, French President Emmanuel Macron and his foreign minister said. Volodymyr Zelenskiy said he believed he could salvage his relationship with US President Donald Trump after their explosive meeting in the Oval Office, but that talks needed to continue behind closed doors. Meanwhile, Trump's allies are putting pressure on Zelenskiy to change course or resign.

US Commerce Secretary Howard Lutnick said that tariffs on Canada and Mexico will go into effect on Tuesday, but that President Donald Trump will determine whether to stick with the planned 25% level. Canadian Prime Minister Justin Trudeau said his priority in talks with King Charles will be protecting his country's sovereignty after the US President recently suggested making Canada the 51st US state.  Israeli fire killed at least two people in Rafah and injured three others in Khan Younis in the south of Gaza, raising fear among Palestinians that the ceasefire could collapse altogether after Israel imposed a total blockade on the shattered enclave. A senior official with the US Agency for International Development in an email warned that the Trump administration's dismantling of the agency will result in unnecessary deaths — only to email his staff less than 30 minutes later to say that he had been placed on leave. Congolese soldiers in a mix of fatigues and street clothes crowded into a chapel last week to stand trial for crimes including rape and murder allegedly committed as they fled in the face of a lightning rebel advance.
